Humanitarian Diplomacy is much discussed in these times of contested aid, frequent disrespect of International Humanitarian Law and humanitarian principles, shrinking operational space and access for humanitarian actors. International calls for much greater engagement of governments and multilateral as well as humanitarian agencies have gathered extraordinary momentum, and governments like Germany have made Humanitarian Diplomacy a top priority.
To what extent diplomatic engagement has shown concrete progress in improving humanitarian access is analysed in the new study “Access Entangled – Negotiating access through high-level diplomacy” of the International Rescue Committee (IRC). The study, which was presented in our event, highlights why an overreliance on high-level diplomacy, combined with a neglect of local engagement, and the mixing of political with humanitarian objectives contribute to limited progress, and how these can be corrected. In the second part of the event, we discussed the role of governments like Germany and suggestions how donors could live up to expectations and fulfill the study’s recommendations.
