The international humanitarian aid system is currently experiencing its most profound crisis in decades – with far-reaching implications but also opportunities for Germany as the world’s second largest humanitarian donor. Parallel to the parliamentary election campaign and coalition negotiations in Germany, the new US administration has led international humanitarian action into a severe funding crisis. The cancellation of 83% of all current programmes and the abolition of the US agency USAID are nothing less than a systemic shock for global humanitarian action. With the expected withdrawal of the USA as the largest humanitarian donor, which previously provided around 42% of global funding, the German government will play the central role within the international humanitarian system in future. This results in an enormous responsibility but also a unique power of influence for members of the German Bundestag and decision-makers in the German Federal Government.

‘The end of USAID – Germany’s role in strengthening and reforming an eroding humanitarian system’ – Sonja Hövelmann will discuss this with Dr Ina Heusgen, Commissioner for Humanitarian Aid at the Federal Foreign Office, at a parliamentary breakfast organised by the office of MP Norbert Altenkamp in cooperation with Help – Hilfe zur Selbsthilfe e.V. on Wednesday, 21 May 2025 in the German Bundestag.
