In this short paper by Help – Hilfe zur Selbsthilfe and CHA Goda Milašiūtė explores what “local leadership” looks like in pooled funds and funding facilities across three key dimensions:
- access to funds,
- decision-making, and
- equitable partnerships.
More specifically, the equitable partnerships’ dimension consists of risk sharing, two-way accountability, and recognition of local expertise. For each dimension, the paper outlines practical steps that actors involved in, or planning to engage with, pooled funds can take to remove barriers to local leadership within and through these mechanisms.
