UN aid to Afghanistan will cost at least €4.5 billion this year – the biggest humanitarian appeal the UN has ever made for a country. More than half of Afghans are at risk of extreme hunger, according to UN estimates and 97 percent of the population could be suffering from poverty soon. Philine Sauvageot from SWR2 talks to Ralf Südhoff about the humanitarian situation in the country, the devastating consequences of the Western sanctions policy, the important distinction between humanitarian, neutral emergency aid and development programmes in cooperation with a government and possible practical solutions for the Afghan people.
